How the 20 KB target is reached
The image is re-encoded at decreasing quality levels until it is at or below 20 KB. If even a low quality is too large, the dimensions are reduced in small steps. For 20 KB targets, photos are usually also scaled to around 400 pixels on the long side, which is what most portals expect for ID and signature images.
