UTF-8 and URL-safe Base64

Text is converted to UTF-8 bytes before encoding, so characters such as é, ü, 你好 and emoji round-trip correctly. URL-safe mode replaces + and / with - and _ and drops padding, the variant used in JWTs and URLs.
